Ms. Massey began her Government career as a Presidential Management Intern serving as a Budget Analyst with the Department of Treasury, and a Program Analyst with the Federal Reserve Board of Governors, both in Washington, DC. In 1987, Ms Massey joined the NASA, Goddard Space Flight Center's Wallops Flight Facility (WFF) staff. From 1987 through 1999, Ms. Massey served as a Contracting Officer in the Wallops Procurement Office. She was a senior level Contracting Officer and Program Procurement Team Leader for WFF programmatic contract efforts supporting the NASA Sounding Rocket Program, the NASA Scientific Balloon Program, and development contracts for orbital ground tracking stations. In 1997, Ms. Massey was selected into Goddard's Professional Management Development Emprise (PMDE) Program, and has performed training and detail assignments for GSFC project support. In March of 1999, Ms. Massey was selected for her current position where, as the senior Code 200 manager at the WFF, she is responsible for the all of the WFF Code 200 organizational elements. As such, she is responsible for the coordination, direction, and review of WFF's overall facilities, environmental, security, procurement, logistics, telecommunications, and information technology activities.

Ms. Massey received a B.A. in International Affairs, and a B.A. in History, from Miami University in 1984, including a semester of international study at the University of Luxembourg.

Ms. Massey also received an M.A. in Public Administration from the University of Virginia in 1985.
