Employee Supervisory Feedback Process for 2002

The Goddard Space Flight Center is committed to the development of its employees and their supervisors. This past year, OHR initiated a new process to promote communication between employees and supervisors. This process provides a formal system through which employees can provide their supervisors with constructive feedback. The venue for this process is "The Employee Supervisory Feedback System", which is on the web. The hope is that the feedback will give the supervisor ideas as to how she/he can improve their employee's productivity. This is a way for employees to let their supervisor know what they need.

Employees are asked to assess their supervisor in seven different areas; Accountability, Change Orientation, Diversity, Financial/Technical Management, Human Resource Management, Organizational Communication, and Teamwork. The Survey is published on the web and results will be collected for two weeks. Once collected, the feedback will be distributed to the respective supervisor only. Training is offered to employees on how to give constructive feedback and to supervisors on how to interpret and share that feedback. Facilitators are provided, on a voluntary basis, to assist the supervisor with interpreting the feedback and sharing it with the group.

Last year, approximately 30% of the eligible supervisors on center received feedback reports. Most people we spoke with felt it was a worthwhile and valuable exercise. Some even said they looked forward to getting feedback again this year in order to measure their progress.

Each person is allowed to rate up to three managers, including a manager that you are matrixed to. Last year the process was tiered, starting with the Center Director being rated by Executive Council, then the EC being rated by their direct reports. This year, everyone will participate at the same time. The person being rated is the only one to receive and view the feedback report. All feedback is completely confidential and anonymous. Supervisors will not know who gave feedback and OHR will not see the content of the feedback for any particular Supervisor. A Supervisor must be rated by at least three people to receive a report. This is an additional measure to protect anonymity. It is mandatory this year that everyone receiving a report shares it with his or her own supervisor along with his or her action plan. That supervisor is then responsible for coaching their employee through this process and holding them accountable to their action plan.
