was appointed as Project Manager for the Integrated Financial Management
(IFM) effective June 2, 2002.
Continuing
Resolution for FY03
The Agency does
not yet have an appropriation bill for FY03; but we are able to
continue operations under a second Continuing Resolution (CR) that
allows us to operate for 7 more days through October 11, 2002. In
all likelihood, we will continue to receive CRs for varying lengths
of time until our appropriations bill is signed.

2003
FEHB Plan Rates Published
The Office of
Personnel Management (OPM) has published the 2003 FEHB Plan Rates.
Most of the rates increased, some more than others. To view the

Implementation
of New Security Processes
Based on the results of the GSFC Threat Vulnerability and Threat
Assessment (TVAT), an evaluation of potential local and national
terrorism threats, and authorization from the Office of Security
Management and Safeguards (Code X) at NASA Headquarters, Center
management has decided to reduce our FPC level from Modified Charlie
to Bravo Plus, effective at 7:00 a.m. on October 7, 2002. Details
regarding requirements for all FPC levels can be found in Chapter
6 of NASA's Security Procedures and Guidelines (NPG 1620.1B), which
you can review on the NASA Online Directives Information System

Honor Awards Ceremony Rescheduled
Due to the TDRS
launch (scheduled November 20th), the NASA Annual Honor Awards ceremony
has been rescheduled from Tuesday, November 19th to Wednesday,
December 4th. Further information will be forthcoming. If you have

New
ODIN Delivery Order
ACS has been
awarded the GSFC ODIN follow-on delivery order. The period of performance
is October 1, 2002 through September 30, 2003. This new delivery
order greatly improves services available to our Goddard customers.

FAIR
Act Inventory
All Federal
agencies are required by the provisions of the Federal Activities
Inventory Reform (FAIR) Act of 1998 to establish an annual inventory
of commercial activities performed in the Agency. NASA Headquarters
has now posted its 2002 FAIR Act Inventory list to the following
website: http://competitivesourcing.nasa.gov
Answers to Frequently Asked Questions (FAQ) are also posted on the
same website. Center Management encourages employees to check that
source since it contains some background information which may be
of interest to all.
