Will Change Time and Recording Systems in November
GSFC
will transition from OMNI to the Agency's standard time and recording
system, WedTADS, in November as a necessary part of the Agency's/OPM's
e-Payroll initiative. This change will standardize time and reporting
systems across NASA, and allow the Agency to move towards implementing
a comprehensive, multi-component personnel and payroll systems that
includes payroll, time recording, personnel management, and labor
costing. Training on WebTADS is planned for the Fall.
At
the local level, the Integrated Financial Management (IFM) Projects
Office, Code 405, will implement the e-Payroll project, which is
one of the Agency's e-Governement initiatives to streamline and
modernize systems and processes. The project will include three
stages over the next 2 years: the implementation of WebTADS, the
implementation of the e-Payroll system, and the modification of
WebTADS to include labor costing functionality.
The
implementation of the WebTADS system, which is already in use at
7 NASA centers, will take place in November, 2003 at GSFC. The e-Payroll
team will assist time approvers and timekeepers in transitioning
from OMNI to WebTADS beginning this September, and will continue
this assistance through go-live in late November. Kick-off briefings
for all time approvers, timekeepers, and labor costing resources
will occur on:
· Sept 16th 9-12 in Bldg 3 Aud.
· Sept 17th 9-12 in Bldg 8 Aud.
All
Greenbelt time approvers, timekeepers, and labor costing resources
should plan to attend one of these meetings. Wallops and IV&V
employees can ViTS into either session from F-6 Rm 213 and Fairmont

WebTADS
training for approvers and timekeepers will occur in October. WebTADS
training for all GSFC civil servants will occur in November.
The
implementation of the e-Payroll system, the DOI Federal Personnel
and Payroll System (FPPS), is currently scheduled for September,
2004. FPPS will replace the NASA Personnel and Payroll System (NPPS),
which provides core personnel management functionality and payroll
processing. The Department of Interior's National Business Center
maintains the FPPS system for over 26 federal agencies.
The
modification of WebTADS to include labor costing functionality is
scheduled for summer 2005, after the successful implementation of
the e-Payroll system.
